What arguments could be made FOR and AGAINST this statment: "America's poor, in the mid 20th century, were mostly responsible for their own problems."

FOR:

There were no suitable environment and opportunities for the elderly and disabled to work, therefore they can't help being poor.

Working Poor- Poor people worked, but wages were too low to lift them out of poverty

Poverty line was developed much later. This means that people in poverty did not recieve any care until late 1900s. Public were unaware of the situation, and no one was trying to help until they realized poverty became a massive problem.

Also, because the economy is on it's turning point and flourhing the government did not give much care to the people who are suffering from poverty.

Against:

Misfortune, when the poor move into the urban areas looking for manufacturing jobs; opportunies relocated into the suburban areas.

Large immigration; different race; therefore creates racism. Although the government encouraged people living below poverty line to move into the city but they were having difficulties adaptating to the environment and conditions. This increased poverty rate.
